Does the landlord allow for cats? I do think that would be a good thing, now that you're by yourself.
Get to know you're neighbor without mentioning the loudness and maybe she'll eventually realize someone's next door. No idea what to say. I live in a house and in the summer the kids and parents to the north are loud ... the kids both have hearing disabilities!
